Edit: Also IMO every game Rockstar makes is "development hell" given all the stuff they try out and the problematic nature of the RAGE engine code base. It's their standard operating procedure at this point.
I don't know it's true but I saw some people on GTAforums and other forums saying it.(And sadly GTAForums is down)
Prime example I can think of is Bioware, even in its heyday before EA ruined their output, where their games were apparently in very dire shape mere months before launch. But then they'd do heavy crunch and "Bioware magic" would bring it all together to deliver a great title like Mass Effect 2. However, that "magic" (ie. luck) doesn't always materialize, so GTA6 could very well be bad like the GTA Trilogy Remaster disaster.
But I kinda feel that GTA 6 had/has some problems during it's development hence why after all these years, the game is still in pre alpha.(If some of those leaked footage are from a recent build)
It's certainly not been a smooth project whatsoever. My feeling on GTAV/GTAO is that the Doomsday heist was supposed to be the grand finale of multiplayer (with only smaller DLCs coming after to keep shark cards selling, for instance Arena Wars), but then something like hubris and/or feature creep kept making GTA6 harder and harder to come together, until it reached some kind of breaking point. Take2 might have finally put their foot down on the big money likely wasted by Rockstar doing R&D that was abandoned as opposed to building a proper game and one of a manageable project size.
And for some reason Rockstar had lots of troubles when making some PS3/360 games.
1.Max Payne 3 was supposed to be released in 2009, but it went into a development hell and ended up getting released in 2012.(And it was a financial failure hence why the franchise got retired for a decade until the reveal that remedy is making Max Payne 1&2 remakes.)
2.Red Dead Redemption 1:Was in development hell and in the danger of getting cancelled.
3.Bully 2: It was making good progress, but sadly the developers were switched from that project to Red Dead Redemption and Max Payne 3. Resulting in that project getting cancelled.
4.Agent: A cancelled project.

They pretty much started GTA 6 development after RDR2.
Pre production might have already started earlier.
The leaked footage shows some assets based on RDR2 (e.g. menu, some animations, restriction of weapons).
So it's probably the RDR2 engine used for GTA6.
The leaked videos show content of different development states during the last 3 years.
And what do you think how long development of a game that complex takes nowadays?

GTA 6 will be launched around 2025 or 2026, depending on its scale and scope.
Since at 2025-2026 publishers will be making games for PS5/Xbox series and not waste their time on PS4/Xbox 1.
lol doubt they will release GTA VI to previous gen consoles, since they already abandoning them for current gen, just look at GTA V for PS5 and Series X.
The leaks even prove that the game wont run on last gen, I mean 3080 cant even handle it, so itll run on newer gen consoles and mid to high-end gaming pcs and laptops to run 60 fps in 1080p or 4k
time for an upgrade lmao, they wont likely release it on last gen
