if you're fps are too high (like 150fps) the game engine will freeze/stutter. Try capping fps to 140 or less

Try closing Steam windows while playing (both the desktop ones and the ones you get opened ingame when doing Shift + Tab). It usually fixes it for me.

Whenever there's any Steam window opened, all of my games stutter or get low FPS. No matter what, even Among US had that issue. So yeah, it's probably Steam's fault.

I'm not saying it will be the fix for sure, but you can try ^^
open nvidia config panel control , go to 3d parameters , check what s on or off , change and tweak some parameters , it worked for me , i have a pretty fluid game with a i5/960gtx from prehistoric era
I've noticed with my game when I start playing, Frames are around 50FPS. I ALT+TAB out and back in, Frames are back to a steady 60FPS.

Thanks for the tips but unfortunately non of them worked :(
maybe try to go in gta graphic parameters , look at the general quantity of graphic memory , lower the parameters until you have a green bar , if the bar is orange or red the game will not be fluid , to have a green bar you should use the half of the graphic memory you got ,
disable things until you get a nearly fluid result , in extreme case , just put it all in normal and off everything , if this works , you can begin to go high or ultra on some parameters

Dunno if that vid would classify as what is/has usually considered stuttering based off the fps and without additional monitoring in background - looks more like slowdowns to me. Have even been a couple in the past that were able to see that their cpu's weren't clocking properly.

What settings did you adjust/mess with? You cap'd via vsync or fps limiter?

The 150fps limit is mentioned, as well as some other things... but there are many others.. drivers, driver/nvidia cp settings, geforce/settings, monitor/hz, refresh, vsync, fullscreen/borderless, resolution, mods, disable fullscreen optimizations. Then there is sound, background programs (including rgb softwares), overlays, clocks, threads, firmware, Granted, most of those also cause a more distinct 'stop' vs what appears as a slowdown (in my experience, and everything I've seen while fixing it).

I'd start by straight up deleting my docs / rockstar games / gtav / settings.xml - try again. Don't mess with advanced graphics tab and test. This is important while swapping around gpus (or possibly have a commandline.txt in game folder causing issues).

Would probably also list your settings.

Link - sections 3 and maybe 2 might have some things of use - though this link is again more aimed to a distinct stop/not slow down - but as the game/hardwares change - who knows anymore -

YMMV. /goodluck, all that jazz.

edit - Clean boot windows/info was in the link. I don't know why I bother anymore.

I tried it on the lowest settings to and it's still stuttering, and i tried with my old 1080 card today and it stutters with that(not as much as the 3070ti)

I have tried with and without OC without any luck, deactivated/closed unnecessary app's.

Any tips to monitoring SW?

Delete'ed the settings file and i tried again whitout any luck, pasting list of settings :)

i suggest doing a clean boot of windows

https://support.microsoft.com/en-us/topic/how-to-perform-a-clean-boot-in-windows-da2f9573-6eec-00ad-2f8a-a97a1807f3dd

disable all non-microsoft services except the steam client service

Close the RGB software. GTA might be automatically linking to a profile on the software which is probably eating up your cpu usage while you play.

Thank you so much :D
That worked quite well, but the job to find out Witch of the apps that Are causing this will be fun 😅

Edit: NVIDIA frameview SDK service, NVIDIA LocalSystem Container and NVIDIA Display Container LS. Was lagging my system
