How to make armored windows in car?

nope, the armoured car is unlocked on the first heist. They are only partly armoured.

The only vehicle with true armored windows is the Police Transporter van, which can only be acquired in Single Player.

You can steal one from the cops Online but you can't put it in a garage and save it.

The armored windows isn't an upgrade - It's the default windows for the armored Kuruma. You'll be able to buy it after completing the first heist.

That's the kuruma. Like CarsonUK said, you can unlock it by playing the first Heist, the Fleeca Job. Once unlocked, you can buy it online.

There are three or four cars with armored windows. They are the Duke O Death (single player only), the armored Kurmura, the Insurgent SUV, and the police van.

There's no other way to do it without hacking or cheating or glitching somehow.

Well if only the Kuruma has armored windows in GTA online, why can you purchase a tuning ugrade at Los Santos Customs saying "100 % armor"? Can't you make each car bulletproof like the Kuruma when you are level 100?

Armor increases life of a vehicle, by either getting shot or hitting it. Armor =/= bulletproof.
