-> Go to GTA V page
-> At your address link, add "?cc=US", the price will be US and it will be US version.
But Im not so sure about region lock, if you purchase it, you may not able to play it
Don't think there's any form of region locks, trade locks maybe but not region locks. OP can always opt to buy elsewhere, but not sure if it'll be the steam version. GMG, for one, does not have the steam version and it's priced much lower than steam.
I thought if you purchase something at a region, you will only be able to play it at that region. lol
Depends though. Some copies may be region locked due to censorship. If it's trade locked, there won't be a warning in the store page, only when you are checking out. They will mention that the game cannot be added into your library if you are not in the countries listed. But you should be able to access the game from anywhere in the world.

Taking into account that there were no problems with the console versions, I'd assume that there won't be any with the PC version either, but that's just a guess.
GTA V PreOrder is (DE) in Germany.
But i read here its because of GTA:SA, which is cut. GTA V should be the same in any country.
