With respect, your friend has no idea what they are talking about, they won't bottle neck. You will prob max out the gpu though(which is not bottlenecking), it depends on budget, yes we would all like i7's and titans/r9 fury's but we do not all have the money.
It just depends on your budget. a 970gtx is way faster than a 960, but then a 980ti is faster than a 970gtx etc.
You will not bottleneck with that setup but you may get close to the gpu's speed limits/vram limits with brand new games you wont be able to totally go ultra with that gpu, but it will play most things on high, for instance I cannot go max settings with gta V with a 970.
As I say the biggest issue in that spec is that powersupply, you need a bigger one.

Made a new build, I might change that GFX and power supply to a better one but im getting a full white computer build, oh and also the processor if you want me to change it.

Is there a reason you have gone for this spec, the other system was far better. (the 960 is almost twice the speed of a 750ti), and this cpu is slower also.
You are still overlooking your powersupply, you do not want to be running anywhere near maximum wattage otherwise your going to cause yourself issues, so again your putting in a psu that is basically near the minimum for that gpu, which is never a good idea. You should be putting in at least a 400watt, which is not taking into account any possible future upgrades like extra drives or a gpu, for instance if you want to install a 960, that requires at least a 400watt, so you really want to be sticking in a 500watt if not higher. It also requires 2x pcie 6pin connectiors, where as the seasonic only has 1.
if you went higher like a 970, they recommend at least a 500watt, so you should be sticking in a 600watt etc. If you go amd gpu's then they require much higher wattages. You also need to be careful of your 12v rail
Here is a brief list of the minimum psu's for gpu's (again you want to be aiming for higher psu's that is listed, the minimums are litterally the minimum to get the system to power up, it does not take into account reliabliity or other things such as extra drives, more ram, power hungry cpu's etc)

How much are you spending on this build, because I pretty sure you could get a lot more bang for your money.

Everything else besides my RAM passed the minimum specs.
