Like Fox said, it's (almost) certainly just a PC tester from Rockstar. Gotta check to see if the game works somehow.

I worry about that until now rockstar has no information regarding the PC version, no photos, no trailer, no requirements ...

I don't think it's beta testers, why bother doing that once it goes gold? I think it's reviewers for the PC edition.

That's just steam not having anything, I'm sure they have that all worked out.

That's a very solid possibilty too. But the official PC release isn't for another 20 days, could be either.
