I don't mean to be a buzzkill, but can I just get an honest answer on how to fix this?

Are you banned online?

What is the game telling you when you or your friend fail to join eachother? Is it a connection issue? If so, both of you should try forwarding ports for GTA Online. Other things can cause connection issues as well so forwarding ports might not fix it.

Another thing is make sure both of you are appearing online on the Social Club. To make sure you are appearing online on the Social Club do this: Once on GTA V push the HOME key to open the Social Club, then click the gear icon next to your account, then click Settings, then click Game Settings, then set it to Friends & Crew or Everyone.

Both of these solutions has fixed problems for my own friends who could not join me.

Another thing is the Bad Sport Pool. People in the Bad Sport Pool can only play with other people in the Bad Sport Pool. If one of you are in the Bad Sport Pool and the other is not then that would prevent you from being able to join eachother.

No, I can join public games perfectly fine.

All my friends appear to be offline at all times. Maybe this has something to do with it?

Yes, if your friends are appearing offline then you cannot send them invites. You also cannot select their name in your friend list and go to "join game" because they are "offline". You, yourself, also may be appearing offline. Ask your friend to tell you if you are.

Also, after you guys are appearing online, if you do a "friend only" session instead of an "invite only" session you can then send invites through Steam and join eachother through Steam like other games.

I've asked him, and he says I'm online. The strange thing is, he can still send me messages and invited as if he was online. Invites still don't work, though

He can send you invites because you are online. You cannot join because he is "offline". Messages are irrelevent because they can be sent to anyone at anytime regardless if they are online or offline.

If you want you can add me on Steam and me and you can work out the issue by having me join you and you join me. If it works for us and your friend appears online and still cannot join you and you still cannot join him then he should try forwarding ports because it would seem the problem would be on his end.
