Unable to replace any files with OpenIV 2.6.3

Has anyone else encountered this issue? Since downloading the latest version of Open IV (2.6.3), I'm unable to replace any GTA V files with mods. For example weapons mods: OpenIV won't let me replace the 4 weapons files in the ai folder: loadout, vehiclelayout, weaponsanimation, weapons. Even though I have Edit Mode enabled and I checked in my regedit that LUA is set to "0" instead of "1". I'm at a complete loss.

Is there anyway to download the previous version of OpenIV???

I know this is an old post but I found the problem and you probably did too but if not just make sure GTA V is not open

also make sure you using modded GTA 5 folder and not clean GTA 5 folder that you use for online
