Personal I don't think, that GTA V will get a discount of more than 10%, becuase the game is pretty much to new on the PC (allthough i would appreciate more players in GTA Online).
From a revenue point of view, if they had data which showed the amount of microtransaction money they get per player, and if they feel could improve on that and make up the difference in the discount by getting new players to do more microtransactions ... then yes they might discount more than some token amount of 5% at some point. RIght now there's absolutely no reason for them to do that, and I wouldn't expect this in the summer sale. Maybe something in the Fall sale to get Xmas oriented buyers.
Look at Civ5. Game is over 5 years old and it's still selling for $30 on Steam.
GTA5 is in the class of game that Civ5 is. Don't expect any discounts anytime soon.
You can already get 25% - 30% off from LEGIT resellers on the web. Those deals were available on Pre Sale btw.
You do understand that Steam/Valve has nothing to do with the prices ? Its all up to the publishers.
