It's a scam. He's selling useless DVD's and a map, nothing more.
First of all, the seller says that it's "Brand New" quality, meaning never opened or used. Then they go on to say that they took the activation code out of the box, essentially rendering the game useless.
In order to play GTAV you need to activate it. Even if you only play singleplayer offline, you still need to activate the game with Rockstar Social Club to confirm it's a legitimate purchase.
If you wanted to buy this persons listing, you would then also have to buy a digital version of the game (or another physical) in order to get the activation code in order to play it, otherwise it's useless.

Only if you live in Russia. It's the Russian version and only activates if you live in certain countries.
That's not going to happen. It's still a recent game, and a very popular one too. I'd be surprised if you found a legitimate copy at anything less than full price.
If you want to save money, the Steam Summer Sale supposedly starts soon, it's not guaranteed but it's very likely GTAV will end up on sale at some point.
Your best bet if you want it now would be a site like Green Man Gaming, since they always have vouchers for a percentage off your purchase..
Technically lots of people buy DVDs at £1 a time from the man down the market and have no issues, but it doesn't make it "fine".
The site in question ITSELF may be ok, but it does have the facility similar to ebay to sell items from people. People who buy things with stolen cards, etc.
It also isn't a site to my knowledge that any software house actually supplies keys directly to, they get them from other sources (if they are valid keys, usually foreign regions where they are cheaper and sell them on for a profit). This can cause issues with activation and usage and ass such it is blocked from steams 'filters'.

The reason G2 gets a fraud wrap is mainly because it's a Key-Reselling website. Unless you're buying directly from them (Which is rare) - You're buying it from a user on their website who will "Give you a CD Key" after you pay them.
It's iffy, but it's all a matter of who the seller is and if they are actually giving working keys. Otherwise you can spend x much money and have them randomly type a CD-Key that matches the required character limit.
I've bought things on G2 - and haven't been scammed - Is it possible? Yes. Hence why I don't make any purchases over $10 there. But to say that it's a full out fraud/scam site is kind of screwed up - Especially when if you get scammed on steam (Which happens on almost every game - Just look at the trade forum here), you're completely SOL.
At least if you chip in a extra $1.50 at G2 for their super secure blah blah blah, you can most likely get a replacement key relatively quickly instead of having them just say "Third Party sale, not our problem".
Long story short, just wait if you're determined on getting it for $40. It will drop over time, and you're better off just buying it from steam anyways - As it will get added to your library and not just your R* Social Club.
