Report a translation problem
I'm asking because about 30 mins ago i was online and went into passive mode to buy something then, while still in passive mode, i went into the creator to design a race.
When i was finished in the creator i went back into online but found that although passive mode was now disabled, i could not take any offensive action, as i found out when an NPC club doorman decided to punch me in the head. After running away like a sissyman i tried enabling and disabling passive mode and it worked! I was able to fight back and use weapons again.
Needless to say the bouncers life ended about 3 seconds later... :)

Permanent fix follow MichaelVash7886's post on the support forums. https://support.rockstargames.com/hc/communities/public/questions/203863406-gta-online-can-t-aim-or-shoot-while-driving , this fixed it for me.
Alright guys, I figured it out.
Fire up the game.
Start offline. Confirm it does not allow you to shoot here while in a car.
Start an invite only session.
Find a Race to do. Change it to GTA Race. Set to 1 lap (or more if you like, 1 is quickest).
Once it pops up saying weapons are allowed, confirm you can shoot.
Once out of the race confirm you can shoot in freeroam.
NOW THE MOST IMPORTANT PART. This got the fix to be permanent for me.
Go to single player. Confirm you can shoot. If you can... SAVE.
Close the game and go back in to confirm it works both in single player and online. This is the ONLY thing that permanently fixed it for me.
WTF , man, Rockstar really needs to fix their ♥♥♥♥. This is not the only issue i have to deal with. Thanks though for posting it, i will try it and see if it fixes my issue.
