First off no they aren't.

Second off, the filter filters a lot of random words that don't make sense.

Sniper for example is filtered.

That doesn't stop the filter from censoring the entire word, again their in-game filtering which I cannot figure out how to turn off, is really broken.

Googling around it doesn't appear you can turn off the filter in GTA V. I agree that it's stupid. "Jerry" is apparently filtered for the same reason, even tho the first time you see Trevor in game he's stomping peoples faces in and cursing up a storm.
