Sky slightly flickering/flashing while driving

Hey guys, I'm not sure why but for some reason mostly during the day when I'm driving ( mostly happens when driving ) I notice a slight flickering/flashing in front of me, like some kind of light flickering, which is hard to notice at first but now I feel like I'm always seeing it. again this is much more apparent during the day and I haven't noticed it during the night. I'm on latest Nvidia Drivers and also tried the previous driver with same result. bellow is my System spec.

CPU: Intel i7 4790k
MB: Asus Maximus VII Formula
GPU: Asus GTX 980 Matrix Platinum
Sound Card: Asus Xonar STX II
Ram: Gskill 16GB 2400Mhz
SSD: Samsung 850 Pro 1TB
OS: Windows 8.1 Pro ( Fresh Install )

I'll try to capture a video and post it here, it's only happening on day time, its sky brightness keeps going up and down or flicker of some sort

Yeah I keep getting this, it also occurs when I fire a gun without a silencer at night time :( i'm running a AMD Radeon R9 285 crossfire

yea no matter what settings I run it at, the results are the same, I even disabled Gsync on my monitor and still the same

notice the sky or better yet the game brightness keeps flashing/re balancing itself, It's hard to notice it if you haven't noticed it but once you do, its very annoying.

could be a depth of field problem but im only guessing from the way it looks

All I noticed that when cars been passing you , you get blinded slightly and so the illusion of flickering.

Do me a favor make it full screen and look at the sky especially, I'm sure im not going crazy =(

I watched several youtube videos and i can see it in pretty much most of them including PS4 version. I mean no one really notice this at all?
