problem w/ 120Hz fullscreen on TV

First off, the 120Hz problem only started after i updated my NVIDIA graphics drivers to v350.12 "Game Ready Driver for GTA:V" (lol). GTA:V almost always started in windowed mode but all id have to do is change it to full screen.

im running a 120Hz 1920x1080p TV over HDMI and a 60Hz 1680x1050 over DVI. Everytime i start the game it starts in windowed mode even though the settings say 1920x1080 fullscreen 120Hz. In order to get the game fullscreen this is what i have to do:

1. pick any other resolution and any other refresh rate with fullscreen still selected. This DOES NOT make the game go fullscreen.
2. go back to 1920x1080 at any other refresh rate other than 120Hz. This makes the game go fullscreen
3. Change refresh rate to 120Hz and go.

Other problem: i dont think the game actually thinks it can go up to 120Hz. If i pick 24Hz on step 2 and 120hz on step 3 then the game looks like its running at 24Hz. Its like the game stays at the previous refresh rate even though the settings say 120Hz.

Anyone else having this problem?

what model tv is it, as very VERY few tvs are actually over 60hz, they do weird fancy stufdf to imitate higher refresh rates but as no tv signals are that fast, they dont actually have 120hz+ panels like a monitor would have in 99% of cases.

if this is the case, it would kind of explain everything, seeing as the way the faster refresh on tvs work is to kind of make up an extra scene from nowhere (very VERY basic description its odd and complicated and i dont fully understand it lol as they are made to make something form nothing essentially), which would not actually result in 120fps visually but merely the tvs base refresh rate as thats all the data the game is able to show regarding the fps as the extra frames are meade up on the tvs end.

or it oculd be something completely different.

also just noticed you said hdmi ... hdmi can only display upto 60hz.

no tv's actually are capable of recieving a 120hz signel not "just a few" the tv's just upscale it to 120hz by merging frames which is why they all have signal to screen lag.

oh and hdmi v2 can display 1920p resolutions at 120fps. although it is a new standard and i'd be suprised if he had a tv that has hdmi 2. the new gtx 9** series uses it, although i've moved over to display port now for my rog swift

check blur busters, http://www.blurbusters.com/overclock/120hz-pc-to-tv/ they are pretty reliable, and show that some can operate at a legit 120hz, so my point stands as correct :) also theres some new monster sized 4k ones that have native 120hz input, if you wish to truely go mad with your credit cards lol

The seki 4k 50" is cheap and will do 120hz at 1080p, I almost bought one but was afraid of terrible scaling at 1080p.

alt return just makes the screen shift but not actually go full screen.
Its a VISIO M321i-A2.
This only started happening when i updated from the previous drivers to the newest. NIVIDIA Control Panel and my TV system info both say im at 120Hz at the desktop. idk about when im in game.
