Do you click somewhere else when you started the game? Even if only to close a window or something, as soon as the game starts and the launcher isn't on top/active window anymore then the game will start in windowed mode.

I already set the "settings.xml" to "read only", but that does not make a difference.
Tried "-ignoreDifferentVideoCard" in the starting options, but that did not work either.
Very annoying! The bug did not occur from the beginning, though, it just happened to turn up the last three months or so, at first just sporadically, now permanent...
Does anyone have new info on this? Help would be appreciated!
Resolution went windowed and 800x600, changing settings did nothing It kept reverting back as soon as I hit apply.
After quitting both programs and restarting GTA V the game was back to normal when with resolutions switching ro and staying at the correct size.
So I am going to say there are some programs that do not play nice with GTA V, find what it is, disable it when you play and you should be fine.
Now I just need to work out if there is a fix after determining which program, if not both of them, is the culprit.
The problem is most likely a corrupt settings file in user>documents>rocksargames>gtaV and delete the file PC_settings.bin and if that doesn't work also delete cfg.dat
When you start the game redo your settings and it will recreate the file/s and save. Thats how i fixed mine a couple of months ago.
