Ok suddenly i cant shoot inside a car anymore, i have weapon chosen etc, but it just does not want to aim... any idea whats wrong`?

Thanks but no it does not, i've turned passive mode on/off, restarted game, tried it in singleplayer mode, it just does not want to work.. i can shoot on foot but not in car.. i'm so confused :P

It all happened middle of mission in online game and i haven't been able to drive and shoot after that.. not even in a passanger seat

Followed MichaelVash788 steps and never had that issue again.

Alright guys, I figured it out.
Fire up the game.
Start offline. Confirm it does not allow you to shoot here while in a car.
Start an invite only session.
Find a Race to do. Change it to GTA Race. Set to 1 lap (or more if you like, 1 is quickest).
Once it pops up saying weapons are allowed, confirm you can shoot.
Once out of the race confirm you can shoot in freeroam.
NOW THE MOST IMPORTANT PART. This got the fix to be permanent for me.
Go to single player. Confirm you can shoot. If you can... SAVE.
Close the game and go back in to confirm it works both in single player and online. This is the ONLY thing that permanently fixed it for me.

This fixed it for me. Just take a snapmatic picture from my cellphone and after that it worked for me :) Not kidding, lol.

Dont know if its the same problem with weapons wheel, but got a problem with punching, using baseball bat and my hatchet.
All other weapon was working fine, i could shoot from inside a car, but when trying to punch someone or hit him/her with baseball bat and hatchet, it was like i was in passive mod. Nothing happen.

Happened 2 times. Just had to reset the game to correct it. Next time, will try to take a pic with cell phone :)
