where can you find a little bird chopper in GTA online?
I cant find one in the military base

There is a police station at the north of the entire map. This police station has a combat heli. Enjoy.

It also spawns random on the three airports.

AFAIK they only start spawning about rank 40. The location doesn't matter, tho.

I don't think that's true. I'm pretty sure i have seen them from the beginning on. not 100% sure tho
