I don't know if it will be available in gtao though, pretty sure you couldn't get it in gtao on 360. But in SP it was just a phone-call activation.
But it's pretty much fun to fly once or twice and then forget about it. :p
The Original Pre-order Bonus for the Xbox 360 and PS3 was the Atomic Blimp to play around with in Story Mode. In the next generation version of the game this Blimp is available to everyone by default.
The Limited Edition and Collector's Edition of the game added things like the Stunt Plane Trials for Story Mode, an Ability Booster for Story Mode, and Collector's Edition Weapons like the .50 Pistol, Bullpup Shotgun, Hammer melee weapon, and vehicles such as the Vapid Hotknife, Hijack Khamelion, and the Carbon RS motorcycle.
All of those above will be available to next gen players on PC by default. BUT the Online portion is a bit different.
If you did not previously OWN the Collector's Edition of GTA V for 360/PS3 (and/or) did not transfer a character with that content linked to it. You will STILL have access to those items in Next-Gen Online. Which means you can buy those vehicles and weapons, but they will cost you in-game money (GTA Dollars).
If you DID own the Collector's Edition content previously on 360/PS3 (confirmed by trasnfering a character from either version with that content unlocked, or retransfering it from Xbox1/PS4 after having transfered from 360/PS3) and transfer your characters to the PC version. All of the mentioned Collector's Edition content will still be available to you like above, but it will all be FREE to you as opposed to the GTA$ price tag for those that did not own it.

That's how the Pre-Order/Limited Edition/Collector's Edition based content works for the Next-Gen/PC versions of the game.
If you ARE a returning playing to GTA V for PC (or Next-Gen (Xbox1/PS4)) then you get some additional bonus content for Story Mode and GTA Online. These bonuses are active once you transfer your character from previous generation consoles to GTA Online (or likely log in with the same Social Club account you used to play the previous gen consoles on).

Duke O'Death is Story Mode Only and has stock car racing to unlock unique race cars. The Dodo Seaplane can be bought in GTA Online (and Story Mode) for $500,000.
The Exclusive Marshal Monster Truck that includes country based liveries in 25 designs from Story Mode and GTA Online for $500,000.
The Go Go Monkey Blista for Story Mode (for finding and photographing all Monkey Statues).
The Kraken Submersable (Submarine) for Story Mode and GTA Online. Can be bought for $1,325,000.
The Xero Blimp for Story Mode (can be called in exactly like the Atomic Blimp).
The Railgun and Hatchet weapons for Story Mode, Hatchet can be purchased in GTA Online. Railgun is Story Mode restricted.
