They are selling the same damn game 3 times. (That is a great damn business model)
I might have bought it again for a current gen console but I don't own one and i'm not buying one for one game either.
Getting a time exclusivity with GTA V will help sell a few more next-gen consoles. Selling more consoles mean more money for MS/Sony in the long run, as they get a percentage for every game sold worldwide. And people who bought a console for GTA V will probably end up in time buying a lot more games thus, making them more money.
Its one thing to have content exclusive to a single platform ,its another to believe both Sony & MS who work against each other would pull a deal like that . It is quite frankly stupid to even try to debate this rumor validity .
How the hell is a timed exclusive the same with a platform exclusive? A timed exclusive is something like GTA that comes after a while on other platforms as well, while a platform exclusive will only release to that particular system, for example Uncharted on Playstation.

As i said in another thread, R*Games have always for the most part delayed their games on PC , MS knows it , SONY knows it,They dont even need to throw bags of money at em, they'll delay the game no matter what

I would hope Rockstar realized this. Both GTA San Andreas and GTA IV had better gameplay and more general features, and even improvements over their console counter parts. I can only expect GTA V will get the same level of attention.
I mean GTA IV on PC though it had optimization issues I used to be able to play it on a below min recommended hardware machine at the time. Now I have a machine that can run just about any game without issue coming out today.
I have no worries of Optimization as I would hope Rockstar learned their lesson with GTA IV, being the games use generally the same engine they've had more time working with this engine than before. Just Remember GTA IV looked like "Balls" on the 360 and PS3 when compared to the PC version.
Even if Sony/Microsoft bribed them to hold it back. I've seen this happened on plenty of games. Look at Skyrim for example. Microsoft always ended up with DLC first for it. But Skyrim on PC is GOD ON EARTH. Even though PC ended up getting DLC last for the game.
