How I finally fixed my frame stuttering! (Nvidia users, GTX 970)
Its been a week or two since GTA V released on PC and I've already logged well over 62 hours on the PC version. However until 2 days ago I could never completely fix my framerate stutter in general gameplay and driving fast around the city. I've tried many things that have only worked for a little bit and then the stutter came right back. This method has worked for two straight days and the only thing I've had to do when I load the came up is disable vsync in game and re enable it and its back to no stuttering.

Seems these things have helped greatly and for 2 days I've been playing basically without any stutter (cutscenes sometimes stutter but general gameplay is very responsive even with framerate lowering with lots going on. As such I do get frame rate slow downs like normal but they are normal frame rate drops that don't bother me and arnt distracting like stuttering is.

Inside of the Nvidia control panel I changed the following settings to:

Multi-Frame Sampled AA (MFAA): ON <900 series GPU feature only. If you use
in-game MSAA setting, enable this.

Multi-Display/Mixed -GPU acceleration: Single Display Performance Mode

Power Managment Mode: Prefer Maximum Performance

Shader Cache: ON (This feature talks about less CPU usage, reducing stutter and
improving load times)

Anisotropic Filtering: 16x (make this setting match what is set in your in-game settings

OPTIONAL// This feature is optional, I currently have it untouched to "use global setting" but for some people setting this to 1 allows for more responsiveness, less imput lag. Experiment without or with changing this. Works fine without touching it on my system though.

Maximum pre-rendered frames: 1

I'm not really sure how much this changed my game but its also worth it to note I launched the game, alt-tabbed out and set GTA V process to high priority for CPU usage in the processes in task manager by right clicking.

My machine:

i7 920 stock speeds.
EVGA GTX 970 Superclocked (superclocked was the only 970 in stock for a while at the time)
6gb corsair dominator ram 1600mhz

1920x1080 60hz usually 60-50 fps (ocassionally 45 but goes right back up)

So.... any fix yet? My i7-6700 & GTX 1060 can run this more then 60 fps, but i have to cap it because my monitor is 60hz. But then stutter appear, no fps drop, no nothing. But when I switch to 50hz in monitor setting, it went smooth.
Try disabling any GPU restrictions and maxing out the details + don't limit FPS:
fps_max 999
I have also tuned settings in nvidia control panel and matched them with the game (antialiasing etc). I'm playing on 144Hz and I had a stuttering issues before, now it's all good, only connection issues remain which casue the game lag when the ping isn't too stable and jumps...

i dont like turning off the vsync on the nvidia control panel it makes it hard to play without it

Yeah if you have 144 monitor, it wont go higher, thus there wont be any stutter. I think It's because the vsync plus triple buffer. Smooth but a "hiccup" every second indicates that there are some deleted / skipped frame. Gonna try limit the fps to around 57.

So finally i resolved my stuttering problem.. none of the solutions i found online was working.. than i noticed that one of service hosts are killing my disk speed preventing GTA 5 to use page file at full speed causing the stuttering.. that service is called Superfetch (you can read about it here http://www.osnews.com/story/21471/SuperFetch_How_it_Works_Myths).. so i searched "services" from taskbar and opened it, opened Superfetch service from the list and stopped it and selected startup type to disabled and that solved all of my stuttering problems.. :)
Hope i helped someone.. :)

u should only disable it if u have around 8 gigs or less cause i have 16 gigs of ram and i have enough to play it at full speed and the game still stutters alot

okay but hear me out.. there was reports that the game uses pagefile even if you have a lot of ram, and this process was using almost full speed of my disk preventing the pagefile to be used properly.. just try it out, you can always turn it back on.. :)

I already said it "Superfetch" in search bar type "Services" open it and on the list find "Superfetch".. open it and click STOP than in startup type select disabled.. thats all.. it helped me a lot.. :)

i have my shader cache turned off. because this game is also a disk usage hog, aside from the cache being a data hog on its own it also works inconsistently across all games( feature most devs didn't consider their games to use, that's a good chance it could do more harm than good).

my belief on the matter is that this game is more data dependent than cpu, meaning it doesn't "play nice" with anything else that also likes to use the storage device. for example i believe if you turn off "windows system protection"(in 'advanced system settings') , which likes to use disk in the background , that it will improve the overall stutter of gtaV.

note it is not recommended to turn off windows system protection unless you have a seperate backup/system image

in this instance the speed of the storage device is not my intended argument, but rather the strain on the mobo's storage controller itself

weird thing. i have the 970 and most recently i found that out of all the in-game settings the one that makes the biggest difference in stutter is "post fx" setting having to ultra led to less stutter than have it on whatever is below "ultra"

I had the same issue with stuttering on GTA5 and my Nvidia 1070.
It turned out I had connected my screen to the wrong HDMI port (the original HDMI port -NOT the one on the graphics card). As soon as i reconnected the cable to my graphics card everytnig worked again.
So please check that your cable is in order and connected correctly.
