Maybe in that one single area, but not overall. It would be great, yeah, but from a development standpoint having all characters be the same physically makes it much easier to create clothing, animations, etc.

The game is optimized incredibly well because of "shortcuts" like this, having one body type for both men and women means that everything has to be rendered and cached only twice for player characters.
It's the price of the game running so smooth (for those of us it runs properly for) with such a massive open world.
