Report a translation problem
But even after re-binding the phone to other keys, I cant bind arrows for vehicle AND on-foot movement at the same time.

But, I want to bind them to vehicles also, and thats where the problem comes in.
I want up arrow to be forward in walk AND vehicles.
I want left to be left in walk and vehicles.
etc etc etc.
I dont want to HAVE to use arrows for walk, and wasd for vehicles.
Arrows for all.

I get a feeling that you used to play games like Doom, Quake, Duke3d, Rise of the Triad etc since that was the default controls for them. :P I know because I had the habit for quite a few years until I forced myself to use WSAD.
Yep, I still do play those types of games (and those exact games, from gog.com, hehe).

Battlefield Hardline, Wolfenstein: The New Order, etc etc (FPS games).
But, I played The Crew, Saints Row 3 and 4, and GTA V looked like SR 3/4, so I gave it a shot. And, I am having this issue.
Maybe I will look at it tomorrow, and see if it fixed itself (the game looked horrible after the install, rebooted and did MS updates (lots of .net downloads were done), and it looks a lot better today.
Who knows, it may be a temp glitch like the graphics was.
I would highly suggest you try and get used to using WSAD. I know it's awkward at first but you'll thank yourself later on.

My fingers are too long, and too broken (broke wrist, hand, and fingers).
WASD hurts my hands, and I hit 3 keys at once.
And, I am a crochety old man, who has used this same setup since 1995.

down::s [etc...]
That literally swaps the 'w' and 'up' keys, as well as 's' and 'down', so you can change all movement keys in one go - I currently have my extra two mouse buttons set up like this as they aren't picked up in the game's config for some reason...
