Possible Temp Fix for Stuttering(For Windows)
Host Process for Windows Services or simply known better as svchost.exe. I've found ever since I've ended this process, nearly all, I repeat NEARLY ALL stuttering has gone away. I may get some here and there, and when I do it's quick and painless and not long and drawn out.

Edit: In order to best cut down on svchost processes in the first place press your Windows Key and R at the same time to bring up Run. Then, proceed to type msconfig.exe and click ok.

A window will then pop up with multiple tabs. Go to General, then select Selective Start-Up and make sure Load System Services is checked, and Load startup items is not.

Next, go to Services, and click Hide All Mircosoft Services. This is so you don't kill anything Windows needs to run properly. Next go ahead and click Disable All. If there is a service(program) you deem important, go ahead and re-check it. However, do not recheck too many, else the whole point of this may be for not. After that, click apply and re-boot your machine.

You may have one or two svchost tasks this time rather than 10-20. Right click your taskbar and go to task-manager. For running Windows Vista(Christ who seriously runs that ♥♥♥♥ anyway?) and Windows 7 click show processes from all users in the Processes tab. Look for any Svchost tasks and simply end them. For Windows 8 users you will already be able to see all processes from all users on the computer.

(Please note that while killing this task may help, it will interrupt a service to a related program.)

I truely hope this helps out. Been playing GTA for 5 hours no issues besides some stutter every now and then.

Do you know how many different Windows functions run on svchost?
A butt ton. Which svchost instance did you shut down? There are sometimes multiple copies of it running for very different reasons.

I forgot to add that's it's best to start windows with it's base services running so that won't be an issue. If there's something you really need or want, you can enable yourself.

Thanks for the effort, but there's still 10 svchost.exe processes

Idk why but after rebooting and checking msconfig the there are still the same settings as before changing them

WARNING! it isnt smart to kill svchost cause you dont know the services hosted behind it (stock taskmgr).
