Blitz Play heist won't trigger

I'm not sure if i've soft locked my save or if i'm missing something but I can't seem to get the game to have the FIB agent call Michael to start the Blitz Play Heist.

I have the tow truck, the trashmaster, and i've hidden the get away car. I've also purchased 3 masks and 3 jumpsuits(?). I've also gotten credit for all of those prep missions for the heists but i'm not getting the call to start the mission.

What am I missing?

I've done a bit more digging and I found one thing from an old reddit post that suggests to do Franklin's first Lester Assassination mission. I guess i'll give that a try and see if that's what was missing.
