Stuttering/Screen Tearing Fix
Aftering playing around for a fews days with settings here's what fixes nearly all fps drops, stuttering and screen tearing for me. My goal here was 1080p at as max settings as possible while achieving smooth near 100% contant 60fps.

My hardware: i7 3770k@4.2
EVGA GTX 980 SC @ 1499
16 gb
LG 1080p 60hz monitor
120gb Samsung SSD
500GB Samsung SSD(gta V on this)
850W PSU

Nvidia control panal settings 1st (if i don't note a setting it is app controlled of off):

Anisotropic filtering: 16x
fxaa: on
Gamma: on
max prerendered frames:3
Power management mode:prefer max performance
Shader cache: on
texture filtering negative lod bias:clamp
texture filtering quality: Quality
threaded optimization:on
triple buffering:off ( very important to keep off from my experience)
vertical sync: on ( I usually am not a fan of vsync but i tried a million configs of settings to do without but the only way to eliminate tearing and stuttering was to turn it on. 2nd way is set this to adaptive and I use evga precision x 16 and set 60fps limit. with this 2nd way you get the same smoothness, no input lag and very minor screen tearing. but I chose regular vsync because with that no screen tearing at all)
Switched PHYSX to GPU

In-Game Settings:

Distance scaling:maxed
texture qual: very high

reflection msaa:2x
water quality: very high
Particles qual: very high
Grass quality: very high( ultra hits my system hard)
soft shadows: nvidia pcss
post fx: ultra
motion blur strength: off(personal preference, doesnt use many resources if you prefer it on)
in-game DOF effects:on
anisotropic filtering: off( on in nvidia control panel)
Ambient occlusion: high
Tessellation: very high

in game Advanced graphics:
long shadows, high res shadows and high detail streaming while flying ALL OFF
Extended distance scaling: maxed
Extended shadows distance: maxed

Also turn first person on foot field of view to MAX and use Direct input for mouse setting and increase the sensitivity up between 1/3 and 1/2. ALT- TAB once and back in after loading game.

With this in the city i get 60fps with rare dips to 57-59 for less than a second at a time. wouldn't notice at all wihtout FPS counter. very butter smooth. Enough that in city I can keep all setting but turn to 1440P using DSR and have dips down to 53 in city and still smooth.

Outside city I get 60fps but with less rare dips to 57-59 and still rare dips to 51-56 range. usually only happens though when in a car or plane/helicopter. on foot stays 57-60 and very smooth.

I still suffer from D3D error ervy 1.5 hrs or so, but havent seen since new patch yet, keeping fingers crossed
Any further suggestions or something to Add?

I fixed the D3D Error by changing to DirectX 10.1 Never had it since
- EVGA GTX 980
- Intel i7 4770k over clocked to 3.9GHz
