Report a translation problem
As Paladin Goo said the cutscenes are not pre-rendered, which is good to be able to tweak with the cutscenes. By default the GTA 5 cutscenes will run at a 16:9 aspect ratio though if you get flawless widescreen here (http://www.flawlesswidescreen.org/) don't worry it's not a virus you can get awesome 21:9 cutscenes.
Assuming you've played the campaign this guy uploaded a really nice looking video of 21:9 cutscenes in the Franklin and Lamar mission (near the start of the game) they look pretty good though my computer can't run it at those settings.
