Anyway to make 1280x720 fill up the entire screen instead of just the center? [SOLUTION/ FIX / WORKAROUND]
Changing to windowed mode and the aspect ratio doesnt do much, and going to higher res gives me bad framerate. Any help would be appreciated just no " Buy better a gaming set up or upgrade your stuff, bruh" comments.

UPDATE 4/20/15 9:50: So I found away to make any resolution fill the screen...simple and obvious but annoying as hell (cause you have to do it everytime) but worth it at the same time. All you have to do is go to the Control Panel>Display>Screen Resolution>set it to the desired resolution>Apply (leave the window open so that you revert to your original screen resolution when your done. You may have to fiddle with the ingame window settings a bit but it the game will take up the entire screen with no black borders around the game. When your done, you can revert back to your previous resolution. Hope this helps :)...#420NO

i just tried this i went to windowed screen then back to fullscreen in options and it filled the whole screen after try that

You'd probably want to check your monitor settings (look for interpolation). If your monitor does not support interpolation check if your graphics card driver can do it.

your intel drivers or your amd/nvidia ones have an option to strech to screen. look for it

I don't have problem doing this...

I have a 650 TI with drivers up to date, I5-3470 and 8gig of ram (yay budget PC from 2 years ago ^ ^)

Not to sound like an A-hole, it's not that we choose to suffer,it's that we cant afford to upgrade. Money doesnt come easy our way so we make dew with what we have and trust me when I say that if we had the opportunity to upgrade, we would do it without hesitation. Some of us are lucky to run games like GTA we just have to find workarounds to make the experience better. The graphics are something we can live with but if their somethings that do annoy us we look for a solution. They maybe tedious but it helps us better enjoy the game even without fancy graphics. Again no disrespect, k?

1280x720 is a ratio of 16:9; if your monitor does not support this resolution you will have black bars on the tops or sides. What is the native resolution of your monitor?

its 1980x720...yea i just figured out how to workaround it though :)

If you happen to use the Nvidia Experience to "optimize" the game and run it try setting most of what it sets to high down to normal. Looked nice, and ran nice until I got in a car then it started to stutter. With textures, shadows, and shaders set to normal it all became smooth, stutter free gameplay.

Sadly Im running on an Intel 4600 HD and no Nvidia or AMD. But if Nvidia users are running into this problem, they can try tyour out. If people arre like me with no DGC then try the solution up above. Thanks for your help though :).
