Los Santo Customs is closed?
when ever i try to get in there to mod a car, it says it's closed.. whats up?

You can only mod vehicles you bought or low-tier vehichles. You can't take high-tier cars like the Infernus off the streets and try to mod it, you have to buy those.

it's a pretty stock SUV that a NPC was driving around.. nothing fancy

I've got no idea then, try changing servers.

I have this problem sometimes too but in Story mode and even with the characters default vehicles.
