Of course. Surely there must be a specific setting in the menu somewhere called "Submarine headlights" - Warning 25 fps performance hit if enabled'..
No, it's more likely going be a setting that affects many things or possibly even a setting that is "unrelated".
You see they all go together and each setting affects the other which is why you have to do some experimenting to get the best possible quality vs performance ratio.
OP asked for recommended settings to achieve an overall good fps.
The solution is to experiment with all the settings simply by turning one down or off one at a time while testing the results.
You can get it either four ways.
Suggestion One
Turn Grass to High and see if that helps (it did with me).
Suggestion Two
Turn Grass to High, turn Shadows to Sharp (there's seriously no need for soft at the moment as it just looks the same and unless your standing still, you won't notice)
PostFX has some effect, unless your computer is not high end, keep this High or Very High (its only a few FPS added when it struggles).
Suggestion Three
Change Shadow Quality to High, Softness to Sharp and Grass to High.
This will improve underwater a lot - Keep PostFX Very High
Suggestion Four
Turn down Resolution, change Shadow Softness to Sharp.
My setup right now I get 60 FPS and sometimes it dips to 57/58 from 60 from just exploring, this is when I turn my Shadow Quality from Very High to High.
Having optimised my game over 5 hours or so and tweaking everything to get the best quality and best performance - this is the only way I have been able to do it.
There are a few "problem" areas I found still and I believe its due to the underwater algi and grass has been double pasted (ie theres two on the same same co-ordinate on the map) and that kills my FPS by 20 FPS.
I have avoided the areas by turning the lights off whilst passing them but everywhere else under water is fine - having a beastly set up I'm still suffering.
I found a pretty (Retarded) good way to fix this issue, that is by increasing the framerate :P
First. Set grass quality to high. (Yes you have to give up a bit of foliage) Then go in game and go to a spot where your fps drops MAXIMUM, like if you get average 70 fps, it should go to to 25-30 fps.
Now the fun part, go to settings and turn post fx to "normal" (Don't worry, you can turn this back on after doing this bit.)
Next, check your fps, got a HUGE fps improvement?? (If not then I don't know what's wrong. You HAVE to have grass quality at high to make this work btw)
Next just turn post fx back to whatever it was before (I believe very high or ultra). See the huge difference? Thank me later, have fun exploring the deep waters with this "funky" boost.
[Unfortunately this glitch has to be done every time you boot the game, until rockstar games fixes it]
