Solution for Character freeze
Press Alt+Tab and go back inside after. Should solve the problem:)

IF you are playing in fullscreen, since fullscreen didnt work for me i had to use borderless window. so cant fix it.

Go to options (Esc or P) and change resolution, click accept. When it asks if you want to keep that resolution - decline (press Spacebar or No).

When I alt tab I get an error that "GTA V has stopped working".
