Watch the building closely. You'll see the shadows as blocks with a space between each one.

Soft Shadow: Softer
Long Shadow: on
High Resolution Shadow: on
Extended Shadows Distance: minimum
It helps to have Extended Distance Scaling at max.
You still have some shadow issues, for example it won't fix the box effect around your character but it is less noticable, depending on the terrain around you.
Using Nvidia PCSS makes it realy bad for me.
Maybe there will be an EnbSeries release which will fix this bug.
