Video Memory only around half but still lag?
So my settings are using about 2300 video memory out of my 4096, here i get around on 60fps stable with fps drops occasionaly down to 45 etc in some places. If i turn on msaa even on x2 my fps wont even stay at 60. And this is all at the same time of having around 1500 video memory left over. Can someone help and explain why thats happening or if this is just similar to everyone? My graphics card is a r9 290 sapphire tri-x

I only know about AMD video cards, but I can tell you that video memory isn't everything, you might have issues PROCESSING the image

Im not the super techy with pc's so i dont know really what the problem is, maybe it is what you said. My cpu is an intel i5 4690k if that helps. Is there anway i can check if my cpu/gpu is being strained at all etc?

The drops happen while you drive? If they are its a known problem that some people have,no fix yet.

I get overall stutters, random FPS drops. Intel Core i5-3210m, 8GB RAM, ATI Radeon HD 7650M (2GB). (I've normal settings on DX10, setting everything to low result is same)

It does happen whilst driving in some places but if i turn a few more setting sup, just by walking around i wont maintain 60fps anymore, even though i have 1500 video memory left. Im only using 2300 and im lagging, im a little confused..

That's normal usage.. you can't expect every area of the GTA V map to be super effecent and always have a minimum of 60fps. Also don't use the term "lag" when refering to video card performace. "lag" (Latency) is a network term.

My friend and I bought new PCs at the same time. We both have this GTX980, 32Gb of DDR4 RAM and i7 5820K 6 cores. We have the same drivers, we set the graphics ingame at exactly the same things and yet I average at 90fps in the main city area and he gets 40fps we don't know what the issue is. There's hope that they'll fix that, Rockstar usually patch their games.

Both your GPU and your CPU are pretty decent I doubt they're the issue here. Might be the drivers or an issue on Rockstar's side.

As I mentioned both me and my friend have the exact same PC specs and yet our performance differs quite a lot.

like i said if it happening while driving is a known issue thats ALOT of people have the only thing to do is to wait for a fix

No, FPS drops and such go along with the framerate lag.

Drops happen for everyone, unless you have like 1080s sli/6+core intel.

Video memory is generally important for loading in a lot of different models, textures, audio etc at the same time. Your actual cores are way more important when it comes to performance with shaders etc. This game can also lag if you have a slow harddrive (unable to load everything in as you speed up) or slow CPU that can't process everything fast enough. I used the same GPU as I had a while ago and when I first bought GTA I had a ton of lag when moving around, upgraded CPU and that removed the issue entirely.

You may want to check your temperatures too, hot PC performs worse than a cool one. It also helps to check your GPU settings (nvidia has settings for them, I don't use AMD but I assume they have them too).

there's nothing you can do about the frame rate issue's. the game just drops frame randomly whenever it feels like. can vary from 10 mins to a hour. it usually last 2 sec's before it goes back to normal. i just hope the next patch will adres this issue.

this seems happen allot when playing Online. specially in a full session. and i have a very good PC.

I bet. That GPU is pretty trash compared to recommended spec and falls considerably short of the min-spec 9800 GT from 2008:
