Wanted: Alive or Alive Achievement Bug

As the title says, I've delivered 2 bail bond targets alive and still haven't got the achievement. No cheats have been activated on this save either. I also recall people having this issue back when it was out for PS3 and Xbox 360 but I always thought they patched it. Is anyone else having this issue?

To capture one alive you need to stop them from running from you and they will surrender and follow you to a car so you can deliver them.

I have finished the story mode, but I do not know how to find a bail bond target again.
