Can't see the Declasse Stallion on the car website? (GTA Online)

On the GTA wiki it says you can buy it for $71,000 on southernsanandreasuperautos.com but it doesn't appear for me. I only own the PC version of GTA V.

A friend of mine can see it on there but he is a much higher level than me but also owns GTA V on PS3.

Is there any level requirement or version requirement to be able to see it and purchase it on GTA online?

it might be the same as the blista compact, locked behind some ''exclusive content for returning players'' ♥♥♥♥♥♥♥♥ same as the dodo seaplane and the railgun in singleplayer and we have no way of ever getting access to this content

Yeah me and Xocliw were thinking bout that until i asked another friend if he could see it. Turns out even though he was on the console versions like me, he cant see the stallion.

I hate this sort of thing, its not the reason i bought it for PC.
