No it´s not, mine is on 60 hz, my framrate still is on 90. Hz is the unit for the monitor signal. Not the rendering speed limit.
This will force your Vsync only to function if your FPS goes over 60, if it's below that it won't turn on.
Once you have done that, go to the on screen display manager (OSD lcon in your taskbar) go to properties or settings and set a max amount of frames. This will limit your FPS.

That´s a solution, but I would still prefer a good working lock in the config files. I´m sure there is a command for the config to work with. Normally every bad programmed port (GTA is not one of those) has an FPS lock somewhere.
you can download a small program called nvidia Inspector.
Using that you can lock fps, some values,30,35,40,45,50,55,60, etc.
Also if you wish you can use it to lock vsync .
If you don;t have nvidia then I would use "MSI afterburner"
