Windows 7 currently supports up to Direct X 11 and Windows 8.1 supports up to Direct X 11.1. Given that Windows 8.1 generally performs better in every facet over Windows 7, this leads me to believe that little testing was done on 8.1 and the major focus was ensuring that this game worked best on Windows 7. That is pure speculation however and I have no idea as to how or why setting compatibility mode to an older, less optimized OS would make a game like GTA V run better. But it does and Steam's fps tool hasn't failed me yet.
I recommend installing Windows 7 for x64 platform.
I had dual boot and They are same but Windows 8.1 have
Windows 8.1:
+ faster startup(doesn't matter because most of users uses Sleep instead of Shutdown)
+ some miliseconds faster file copying from USB;
+ metro for tablets
BUT Windows 7 is going OVER it:
+ having better 3DMark Vintage score;
+ better GUI;
+ saving eyes(not fusing colors when you are working with multiple Windows, so better for work)

+ start menu(which is back @ Windows 10);
+ clean;
+ better performance for games like Battlefield 3 or Counter-Strike Global Offensive
Guys, u just read, but do not check.
DirectX 11 is same DirectX 11.2 and it's isn't obstacle, they are same. Check Google Images for comparision.
GTA San Andreas was made for Windows 2000.
GTA IV was made for Windows Vista.
GTA V was made for Windows 7.
GTA VI will be made for Windows 10.

Where general OS use and software performance is concerned, Windows 8.1 is the clear winner. Especially if you have a UEFI setup with multiple SSD's in Raid 0, Windows 8.1 will always take the cake.
Synthetic Benchmarks do not translate well into actual performance. So they're bullcrap as far as I'm concerned.
Where game performance is concerned, the difference between multiple operating systems on the same DX standard (if the hardware remains the same) should be absolutely negligible (maybe 1-5fps difference) and it is in the case between Windows 7, 8 and 8.1

GTA V is an unexplainable anomaly as to how and why it performs a bit better when run in Windows 7 compatibility mode. I have literally never heard of this happening before or after. Only with GTA V.
The other points you bring up mean nothing as they're moot points. Hate the Tile menu? Windows 8.1 can be set to start at desktop. Hate the lack of a start menu? You can install Classic Shell for free or if you want something more powerful you can get Start 8 for a couple of bucks. Who gives a crap about what Newell says about Windows market share? Windows 8 and 8.1 are backwards compatible was basically everything released in the last 20 years or can be made to be. Same as Windows 7, Windows Vista, Windows XP, etc, etc.
I relived this with my Gigabyte P35X V4 (i7 4710 HQ | 16GB DDR 3 | 8GB GTX 980m | 120GBx2 M.2 SSD in Raid 0 | 7200RPM 1TB SATA III HDD | Windows 7 Pro 64-bit). I dealt with Windows 7 for the first three months of ownership, but after already having extensively used Windows 8.1 on other laptops, my work PC and my HTPC, I just couldn't stand Windows 7 anymore. Reinstalled Windows 8.1 on my laptop and its been an absolute dream, especially its search and boot/wake up performance on Raid 0 SSD's. Everything I do is practically instant.
i can run GTAV fine on 8.1 but GTA online is awful lag
Even most developers knows that there is no real reason for 8.1 using, except Windows Store (practically dead, if we compare it with Mac App Store) and it's Metro.
If we talk about benchmarks / performance, then Why 7 is better? Why 3DMarkVintage gives much more Score for Windows 7?

DX11 vs DX 11.2, is like M1 Abrams vs M1 Abrams. No differences.
Microsoft/NVIDIA is not comparing 11.2 version to 12, because it's having same performance, as 11.

So, there is no reason for using 8.1(except for Tablet), it's more brain problem.
