Question about "Ignore suggested limits"

Hello i have simple question that i am kinda curious about, what does this option exactly do?

i kinda noticed while having it on after a serveral hours of gameplay the fps start to stutter and it feels like "lag spikes"

Here is my PC Setup incase

Gtx 770 4GB
i5-4670K
Ram 8gb

default graphics settings High/very high

Which is perfectly fine if you know what you are doing. I'm over by 400 mb now and I have no shutter with what I stated in that link.
