For those who have issues with fps drops and shuttering. Here is what worked for me.
install custom graphics card drivers. You can find the best ones here. http://www.tweakforce.com/ More often than not these edited drivers from the offical ones work better than what is released by the manufacturer. Remove any trace of your old drivers then go into safe mode and install these.

Next reinstall the game if you have the copy that was decrypted after launch. The decryption fked up how well the files are accessed ingame. After you do both of these things, do a performace sweep by a program called advanced system care or similar.

Use something similar to game booster(If you have advanced system care its fully intergrated within it as turbo boost).to free up all your ram and vram that you possibly have.

Next defrag all your harddrives and make sure your graphics card has access to the regular ram when it exceeds its vram as its cruical in this game with how badly it handles textures. You need to minimize how much time it takes for the game to grab textures.

After doing all of the above my setup achived 20 more fps on average.

My specs are as follows:
Intel core i7 870
8gb ddr3 ram (game is using 4gb of it and wont go over for some reason)
ati 5750 1gb vram running on xtreme-g 14.12 catalyst omega drivers
^^ the card is oc to 770mhz and memory oced to 1250 mhz

game is stored in a 2tb 7200rpm hdd.
soundblaster recon3d with pax modded drivers

Before I did everything stated I had on average 35 fps with these settings:
Ignore suggested limits: On
Direct X version: 11
resolution: 1360x768 60hz full screen
Output monitor: A led projector casting a 110 inch display capable of 1080p.

Not using any filters.
all three bars relating to population and distance are maxed

textures: high
shader quality: very high
shadow quality: normal
reflection quality: ultra
no filter on reflection
water quality: very high
particles: high
grass quality: high
softshadows: soft
post fx: normal
Motion blur: off
No dof
anisotrophic filtering: 4x
ambient occlusion: none
tesellation: off

long shadows off
high res shadows off
high detail streaming while filying on

extended distance off
exteneded shadow off

Now with the same settings and doing what I stated I get on average 50 fps with little to no shuttering. Only place I experince shuttering now is at paleto bay. I don't understand why.

Edit: Putting process priority on high for gta works for some people. V-synch also worked for a friend. (I run the game on realtime since my processor can handle that. Don't do it if you don't know if your cpu can handle that kind of load.

stealing and editing of drivers... REPORTED TO AMD!!!! lawsuit will be on the way.. :)..mhhhhmmm yes... muhhahahaha.. your a fool into yourself.. i hope you have a lawyer ed.. can i call your eddy... i cud hold you whilst you cry from a lawsuit and call you teddy if it helps :)..mhhm yes.. is that a 1gb vram card i see..no wonder your stuttering.. oh well.. u can sell your pc for what its worth for your lawsuit :) muhahahah :P

Using custom drivers is completely legal my friend. http://en.wikipedia.org/wiki/Omega_Drivers Please do your hw before you say stuff like this. They are completely reconized and supported by amd. Plus I no longer have shuttering =P

why would i use unofficial driver instead of the amd beta driver optimised for gta V ?

Because the optimiztion was only for crossfire so that it uses the dual vram and cores more efficently. If you don't have crossfire the beta update was practically useless. The same goes with the navidia update. Unless you have a dual gpu setup you were better off with the stable release of drivers or these.

These custom drivers change the way the card processes things to be more efficent in certian ways. I got a 10 fps boost just from the switch alone the other 10 fps came from everything else.

Where does it say offiicially it was only for crossfire? or even describe or use the word crossfire.

Would have thought it would be for all play types.

I had 15.4 beta installed and was getting grey screens freezing my pc, went back to 14.12 omega and now it runs perfectly 40-60 fps 1920x1080

New Crossfire Profiles for:

Grand Theft Auto V
Dying Light*
Galactic Civilizations III
Metal Gear Solid V: Ground Zeroes
Mortal Combat X**
Sleeping Dogs : Definitive Edition

15.4 beta is a peak of what the stable one will be, if you have a single card its not worth installing

Look its a beta driver you can go ahead and use it if you see a pefomrance increase as for me I saw none from the stable release to the beta drivers with the same settings on gta. In fact the beta drivers screwed up my oced settings on the graphics card and even when I reverted it to regular clock values, I got weird screen artifacts using the beta drivers.

Plus no where other than in that statment did they say in their patch notes exactly what they did to improve the game other than the crossfire profile.

You realize that peak means you can see a bit of what will come out right? Meaning you will see a peak of performance optilization for amd radeon graphics users using Crossfire as it says in my description

That's why they are called beta drivers, and they do improve performance, both for single gpu/ crossfire users.

Also newsflash, updating GPU drivers always wipes your OC settings.
