Most Demanding Graphics Options
EDIT: I CREATED THIS THREAD ON GAME'S RELEASE, IT'S BEEN YEARS. THE INFORMATION MIGHT BE OUTDATED.

Sorry for my english. I really took my time and played a lot with the settings. And would like to share my recommendations.

RESOLUTION: I'm sure everybody knows about this, most performance impact but more detailed image.
FXAA: It has almost no impact, so if your PC can't handle other anti-aliasing methods, turn it on.
MSAA: It is the most demanding anti-aliasing option, and I don't think it's worth the performance impact unless your PC is high-end.
TXAA: A nice anti-aliasing method, works well and doesn't eat much performance. Problem is, it needs MSAA turned on to be enabled. I don't know why.
VSYNC: I noticed a lot of tearing in the game, so this is needed for me. I turned it on from Nvidia control panel, not in-game.

Population Density and Population Variety don't have performance impact, you can fully turn them on. Distance Scaling may cost some fps while driving fast.

TEXTURE QUALITY: Completely about your GPU ram. If you have more than 2 GB Vram, it's safe to set it to Very High.
SHADER QUALITY: Lowering this setting may give you some fps.
SHADOW QUALITY: One of the most demanding. But you don't need to set this to lowest if you have a good PC. Just set it to High instead of Very High and you'll gain a huge fps boost. Only big difference is between High and Very High.
REFLECTION QUALITY: Same thing we did with Shadow Quality. Just keep it on High instead of Very High and you'll gain noticable boost.
REFLECTION MSAA: I don't know why'd anybody want to apply anti-aliasing on reflections, you can't see reflections clearly already. It's a little bonus, and I didn't notice an impact.
WATER QUALITY: It has very low impact, you can keep it on highest.
PARTICLES QUALITY: Very low impact, the game already doesn't contain very good particle effects.
GRASS QUALITY: Very high impact, almost as much as Shadow Quality. Lowering to Very High instead of Ultra will give you huge performance boost.
SOFT SHADOWS: Performance order is Sharp>Soft>Softer>Softest> depending on your GPU, Nvidia or Amd settings are both demanding but if you set the Amd setting with a Nvidia card, it will not look good + low fps. Each has their own impact. Sharp looks very sharp and I didn't like that sharp shadows, so I set it to Soft. Softer and Softest settings demand more.
POSTFX: One of the most demanding. You don't need to set it to the lowest setting, just set it to High and you'll gain a huge fps boost. Very High and Ultra have the same impact.
MOTION BLUR: No performance impact. Some people like it, some don't. It's nice for smoothing low framerates.
DEPTH OF FIELD: A bit demanding, it's much of a preference. Some people like it, some don't. It requires PostFX set to Very High or Ultra, otherwise will not work.
AMBIENT OCCLUSION: Most games demand too much performance for this setting but it's well done on GTA V, you can max it. Disabling it will still give you some fps.
TESSELLATION: If you have a Directx11 card, set it to highest. Almost no performance impact.

ADVANCED GRAPHICS:
Long Shadows: Not tested yet.
High Resolution Shadows: Doesn't seem like to work unless Shadow Quality is set to Very High. Huge performance impact, disabling it will give you a huge boost.
High Detail Streaming While Flying: Not tested yet.
Extended Distance Scaling: May give you a huge impact, especially while driving. Keep it low if you need framerates.
Extended Shadows Distance: Doesn't work unless Shadow Quality is set to Very High. Not much of an impact, you can keep it on if you have other shadow settings full.

My settings with GTX675MX 4GB + i7 3630QM + 16GB RAM:
Anti-Aliasing: FXAA
Shadow Quality: High
Reflection Quality: High
Grass Quality: Very High
Soft Shadows: Soft
PostFX: High
Advanced Graphics: all off
All other settings at highest
50-60 fps

What about Frame Scaling? This is extremely demanding on 2.0x and 2.5x.

You can easily put most of the settings on very high. I have a GTX 960 2GB and put a lot of them on 'very high'. The only things I turned down are grass quality to high, no MSAA, and soft shadows (All advanced settings turned off, but I haven't really played around with them already). I get around 55-60fps so I'm guessing you would get a stable 60.

yeah orrr you could just google GTA 5 tweaking and get a comprehensive guide from among others Nvidia themselves with screenshots and all the information would desire.

Thank you so much! Before I sometimes dropped below 60fps (50-55 somewhere) but now i'm on a steady 80-110 fps, (still with nothing lower than high), it rocks! ;D

Shadows from High to Very High is a huge difference and you will lose the dynamic shadows on high. They make the lighting way more realistic.

High Detail Streaming While Flying: This turns everything in higher quality while flying. For only a few fps cost. It's worth keeping it on.

I really want all settings to high; what processor and/or graphics card do I need to get 60+ FPS? If it's even possible.

Sorry I can't say for certain, but a friend of mine who has a 970M (It's a laptop) is able to run it on max settings.
