go to your GTA V directory
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V
Then right click on GTA5.exe and go to compatibility then check off Run this program as administrator.
Then do the same process for GTA5LAUNCHER.exe
I got this same problem when i would check off run as admin for GTA5.exe and not GTA5launcher.
Everything is the right file size but the md5sum of the GTA5.exe doesn't check out on your file.
I can only assume that it is a doctored version of it.

I'll leave it up to you guys to make your own minds up about this but this looks like a doctored one and an attempt by this person to get others banned by using a hacked exe. If not then the only answer is something went wrong with the md5sum or the download. I'm not willing to take the chance to actually try this file however.
If you follow the steps on that page everything will check out
I'm really not out to get anyone banned/hacked
My advice is to remove the link or potentially get banned.
