GTA 5 Pixels problem

Everything is on normal settings. I changed the resolution to 800x600 because the pixels are bigger and it`s easier to understand the problem.

But if I lower the camera angle, the problem disappears: http://prntscr.com/6uiv6h
Performance isn`t effected, the game runs on 40-50 fps no matter if i catch the right camera angle or not. If I do manage to catch that angle, it persists only for about 2-3 seconds and the pixel thingy appears again. I am playing on a laptop. GPU: Radeon 7470M
Processor: i5-2430m 2cores/4 threads 2.4 GHz.
I even tried to change every graphics setting one by one to see if any of the settings are related to the problem. Yeah, if that worked I wouldn`t be writing this post here. Please, help me...

Nope. I got frustrated of the problem so I decided to delete the game (yes, I am a pirate). It may be that my computer is not capable enough to run the game. 7470m is a bad GPU to be honest, so yeah... What about you? What are your PC Specs?

What`s your problem, my friend? People who bought the game are having the same issues too. Doesn`t matter if I`m a pirate or not. And don`t tell me to ♥♥♥♥ off. I am polite to you, would like to see the same from you...
