If what I think is correct, your GPU is either overheating or it's dying.
Dust your whole PC with a can of compressed air. You will also need to take your video card right out and dust it thoroughly including the fan and heat sink. If this doesn't work you will probably need a new video card. If you ignore this advice completely your video card will probably die and might damage your power supply or motherboard as well.
well that would be ♥♥♥♥♥♥, my 960 is rather new just recently replaced my 680 i had for years. but come to think of it, this was occuring near the end of our long play session. il watch my temps today. but the odds of me grabing a screen of it without just recording the whole time i play is 1/100000 haha. thanks for the reply
Perhaps my GPU is dying, too, although out of the ~50 GPU-intense games I've tested since GTA V, none have shown anything resembling this bug.
Thanks for the response, it was also raining when this was happening during a heist for me. maybe it's just a bug.
A follow-up for anyone else who finds themselves in this discussion, I have not seen the issue since it was happening in one of the heists I did a few days back. My temps for everything are normal. I will however keep a lookout for it and pay attention to what’s going on in game at that time and report back my findings if I can.
I assume you are running in dx11?
Can you please try running it on dx10 and running the game on all normal settings and see if the problem still persists.
If you do a stress test on your GPU now, ift could cause you more inherent problems
^^ OK scratch that, try uninstalling the drivers and reinstalling

Somoeone else had a major issue wiht RAIN and his GPU, this fixed it
During this mission I asked my friends in vent if they saw this "flicker" as well and literally all 3 of them said they could see it. Some of them are on amd cards and some on nvidia. One of my friends brought up a good point, he thinks it might be the lightning flash effect specifically causing this issue. Who knows, it’s not really a big deal since I only see it during one mission. But since all my friends where seeing this it’s probably just a bug and it’s on rockstar to fix it eventually.
