I have 3500 hours on xbox/pc now and have never had any problems with the difficulty of free roam.
So you might as well forget about mod for this game, but as was implied by Nick, you might as well try to adapt to the game and improve your skill in regards to the police, and you don't need regenerative health, nor do the cops need nerfing.
Kids these days have becomes soft with games giving you regenerating health, most of them would not know what tactics are if it walked upto them and kicked them in the face while wearing cleats.
If you need rgenerative health I would stay away from any game pre 2002 cause they would drive you up the wall.

Cmon dude, you can't just say something's bad without saying why. I said that GTA is all about the free roam, and no regen seriously hinders the playability of free roam because it makes you far too weak. There's nothing here that refutes this, nor is there anything that refutes the cops accuracy.
