Probably the only tip left is that you're gonna need some patience, it takes a considerable amount of time for Rockstar support to write back. This applies to Steam too, Steam's support is even worse in this matter (Steam support usually gets back to me in a week or more)
Or, if your account was the one that made the actual purchase of GTA 5 (meaning - you didn't get it in a trade or in a gift) you could take advantage of the fact that, because of some other problems with GTA 5, Steam allowed users to refund the game with a simple click of a button - click on your Steam username (upper right corner) -> account details -> purchase history (or something like that) -> find GTA 5 there and refund it. All the money will be refunded to your instantly and you could just buy another copy with its own CD-key. But maybe this applies only to pre-purchases, I honestly don't know :/

And no, I bought this game for myself
I don't have the actual copy of the game, I downloaded from steam.

I will never buy this game again.
Although I may have given it one more shot if I were you, if you buy it again, a new CD-key would be given to you. It's a great game and you can still always refund it if you won't like it or run into some other problems. If you already downloaded the game and didn't uninstall it yet, the files should still be there and you wouldn't have to download it again.
But that's just me, it's none of my business really, whatever floats your boat :)
Besides, the CD key/activation code doesn't work that could means steam has a really serious internal security issue. If you know what I mean.
