It bad as it can make your game crash or tank your card too much.

You might try this out...if you face stutter, reduce some gfx settings.

As the game explains, it can cause massive performance drops once you reach that memory limit. Because you're only just over you wont notice it until the game really needs all of it.

Basically you'll be fine the worst you'll experience is FPS drops every now and then when the action is really heating up or a game crash here and there.

The memory listed on the slider is what it expects to use under the harshest conditions (explosions, dense environments, etc.) Acutal vRAM usage will rarely reach that level, so you should be fine for the most part. If it ever does go beyond the limit, you'll likely see a massive drop in fps or textures that fail to load.

It is recommended that you stay below the video memory limit because it might cause dip in performance, stuttering or crashes. Personally I I go a little over the limit, but not by too much. For example I have 2GB VRAM (2048mb), but my VRAM usage is around (2189mb). So far it's running great because the only thing I changed from the recommended is population variety.

You should however not go too high. I tried experimenting with putting textures, shadow, and population variety to very high with over (2700mb) VRAM usage. It was running fine in some areas, but as I drive around more I experienced frequent dips in frames to 30. I also notice there was lagging when I change between character and I wouldn't be suprise if the game crashed on me, so I changed it back to my previous setting of using only around (2189mb).

It's up to you. Personally I like smooth gameplay with little to no dips in frame-rate.
