1.) The cascade box can only be edited in the game files. Which means you need OpenIV to edit the files. The file in question is hidden in the update.rpf game file found here:
...\SteamLibrary\steamapps\common\Grand Theft Auto V\update
2.) Navigating inside update.rpf to these files:
...update.rpf/common/data/timecycle
3.) Find the files that need to be edited:
(w_cleaer.xml, w_clouds.xml, w_extrasunny.xml, w_foggy.xml, w_neutral.xml, w_smog.xml)
4.) Find this line for all these ^ files:
<dir_shadow_cascade0_scale>...1.000...<dir_shadow_cascade0_scale>
The numbers between this line is 1.000, change them all to either a 2.0 or 3.5.
5.) If changing all these lines is too consuming or your just lazy, there are .xml files all of these numbers already found in this thread:

NOTE: Since you are modding game files you will need to revert back to the original game file. This is easily done because OpenIV file won't edit the actual game file in question, it will back it up into the mod folder that will be created, and all the changes to the update.rpf will be used on that folder, and the game will load from that folder. So all you have to do is remove the files in the mods folder when going online.

Done, and sorry for bringing up old thread. I just thought this might come in handy for people that've yet to play the game but might be put off by the shadow artifact. I've googled this issue but most of the forums that come up have ineffective solutions or they're left unreplied like in the Rockstar forums.
Perhaps if there was a '[Solved]' in the title this won't get necro'ed again.

Found this 2 year old thread on google when searching for this issue and FUN_STACK's fix works... you on the other hand just seem petty and offensive.
