Install GTA 5 in different pc without downloading

I'm building a new PC, but I downloaded GTA V on my old PC. My internet is very ruin, it took one week to download. When you have your new PC, is just me transfer the old PC folder and paste in again to play the game? Without having to download again.

Yes, copy the folder to SteamApps and then install the game in Steam. It will discover the existing content. It might need to download a few things like the launcher but the game content will all be ready to go.

When you left-click GTA V in you library theres an option to backup the game files. You can restore it on the new computer i guess.
