suspicious file found in users AppData with Chinese characters in it
I found others reporting about this same file name at rockstar support https://support.rockstargames.com/hc/communities/public/questions/203450847-GTA-V-PC-not-launching-no-error-with-an-additional-piece-of-data-

the file name is Local剜捯獫慴⁲慇敭屳呇⁁屖湥楴汴浥湥⹴湩潦

I posted in that rockstar support topic i linked too above as well!..

it was found in C:\Users\username\AppData at the bottom under the Roaming folder

where my username was typed was edited out by me and username added by me, heck I don't even use my real name there, but edited out anyways

They are Chinese characters yes, but is not readable, due to they are all "rare" words, that might be some file content encorded datas that windows was not able to load, that is normal, just same as if you trying to read Chinese from a machine that dosen't have the font it will show up as blocks of square.
Just checked, I have that file as well, it is a encrypted file, and windows can't load it, a friend suggest that might be your account data that GTA V stored so you don't need to login every time.

that file returns if you try to delete it, after re-launching my game after I had deleted it, it returned

I have the same issue happening. The game crashes during startup. When I break out and check the appdata folder I see that wierd local file with the asian characters. I tried deleting it, but it comes right back when the game is started. I really believe this has to be causing my game to crash. Even after the update the issue remains the same. Looks like they haven't picked up this problem yet. I hope it's soon. I haven't once started the game succesfully.

why they no fix it and just wrote just normal text on it. This file chinese characters scare more alot for first time to many players.

I have this file too and my PC does not crash at startup. I doubt that file is causing your issue.

If you don't know what it does and you think it's problematic > 99.9% of the time it's normal and it's just because you know nothing about PC

Hence why you asked the question in the first place

Got this same file. Google search led me here. I deleted the file but it came back.
