8 Easy Steps to Fix FPS Lag and Stutter for GTA 5
I found a way to fix all the Stuttering and FPS Lag thats been happing lately, Remember when Battlefield 4 first released? Remember how bad the frames were if you didn't have windows 8.1? Well the same thing is happening for this Game.

Step 1: Update to your graphics card latest drivers

Step 2: Download CPU Core Unpark Manager
http://coderbag.com/Programming-C/CPU-core-parking-manager

Step 3: Run CPU Core Unpark45 and set the percentage to 100%

* Step 4-6 are Optional* This is if you want to make sure your cores are unparked.

Step 4: Search For Regedit in your PC

Step 5: Click Ctrl+F

Type this Key: 0cc5b647-c1df-4637-891a-dec35c318583

Step 6: Double Click ValueMin and ValueMax, Set to 0 (If they aren't already)

Step 7: MOST IMPORTANT ***RESTART YOUR PC FOR 10 SECS ***

Step 8: Play GTA 5 without any lag.

Let me know if this worked
My FPS went from 20-60 to 70-105
*Remember to Disable V-Sync to see the difference!*
Also Run in Borderless Mode, To stop memory leak

My Specs:

i5 4670K
8GB Ram
GTX 970
1Tb HDD
Windows 8.1

Add me if you want to play GTA online sometimes :D

If your unparking cores with a manager then why do you also need to reg-edit as well?
I use UnparkCPU.exe and it does not require reg-edit:

Like I said in text above, Use it if the program didn't unpark it.

The only thing the tool changed is your CPU speed.
Its now at 100% for 24/7 and not ablanced on the load anymore ;)

can I enable this just for when I play, and then turn it off once I'm done?
I don't want my CPU speed at 100% constantly

You can just slow it down when your done, but It really wouldn't burn out your CPU, When BF4 Came out I ran it everyday like that until Nvidia dropped the new drivers and I didn't have a problem with it.
