So why gimp your video before you try?
I don't have any video stuttering or lose of FPS at 60hz or 144hz (and throughout gaming history on the PC the root cause of this is almost *always* these people have far too many background processes going, though they'll always deny it).
Again, why not try 60hz instead of reading into the complaining about it. I understand you're not complaining but seriously, just give a whirl first.

create a commandline.txt file with notepad and put it in GTA 5 root folder
and add this line in side it
-frameLimit 40
Hmm... not working for me. seems to have bogged things down a bit.
for 40 FPS
-refreshrate 40 -framelimit 1
That depends on the game (or engine). GTA looks good with 45ish fps. Way less laggy than 30.
And if they stay stable (so no jumping from 60 to 50 and back) it's even better.
This worked perfectly. I deactivated VSync and my monitor runs freesync
